that their attitude and actions are such as to render
intolerable the position of British subjects on the
Concession.
The views held by Mr. Consul-General Jamieson
as to the status of the British Concession on Shame en
are recorded in the despatch of August 15th 1914,
from the Governor of Hongkong to the Secretary of State
for the Colonies, copy of which was enclosed in Mr.
Jamieson's despatch No. 33 of August 18th. In the se
views you concurred and any comment on my part is
therefore unnecessary. I enclose herewith, for
purposes of reference, copy of the original English
version of the lease of the Concession.
Nor do I propose to offer any observations on
the argument that foreigners resident in China do
not acquire a new domicile · In the first place it
is a point on which, I understand, eminent legal
authorities are divided in their views, and secondly
it is, in my opinion, a question hardly relevant to
